<p><P>PROBLEM TO BE SOLVED: To provide a terahertz electromagnetic wave transmitting device capable of setting a plurality of kinds of terahertz frequency transmitting characteristics by one device. <P>SOLUTION: An electrolyte layer 2 consisting of polyethylene glycol is formed on a conductive polymer film 1 comprising PF<SB>6</SB>-containing polypyrrole and a laminated structure body 5 is constituted of the conductive polymer film 1 and the electrolyte layer 2. Upper electrodes EU1-EU8 being parallel electrodes are formed on the surface of the laminated structure body 5 and lower electrodes EL1-EL8 being parallel electrodes are formed on the back of the laminated structure body 5. The upper electrodes EU1-EU8 and the lower electrodes EL1-EL8 cross each other at a right angle on a plan view and overlapped with each other on a plan view.
