PROBLEM TO BE SOLVED: To provide a refrigerating cycle device and a vending machine, saving on energy, surely preventing locking of a cooler fan motor, and performing a stable cooling operation. SOLUTION: When an inside temperature Ts becomes higher than a prescribed temperature To (step S11:Yes), a compressor 21 is operated (step S12), and electric power is supplied to the cooler fan motor 34 with a duty ratio 100% to cool the inside 4 by a full-speed rotating operation (step S13). When the inside 4 is cooled and the inside temperature Ts reaches the prescribed temperature To (step S14:Yes), the operation of the compressor 21 is stopped (step S15), electric power is supplied to the cooler fan motor 34 with a predetermined duty ratio, and an operation is performed while reducing a rotational frequency of the cooler fan motor 34 to lower the ventilation amount(step S16).
