PROBLEM TO BE SOLVED: To provide a temperature control device and a heat exchanger capable of using heat generated by the temperature control device for other purposes while controlling the temperature of temperature control target fluid and achieving reduction in the size of the configuration. SOLUTION: The heat exchanger serving as a heating heat exchanger B is used for the temperature control device D for cooling the temperature control target fluid P by a cooling heat exchanger 4, heating the cooled temperature control target fluid P by the heating heat exchanger B and supplying the temperature control target fluid P to an air conditioning target space K, and integrally includes a temperature control fluid heating part B1 for performing heat exchange between part of the cooled temperature control target fluid P with first heating fluid A1 to heat part of the temperature control target fluid P, a heating part B2a for performing heat exchange between the other part of the cooled temperature control target fluid P with second heating fluid A2 to heat the other part of the temperature control target fluid P, and a temperature control part B2b located on the downstream side of the heating part B2a and performing heat exchange between the other part of the temperature control target fluid P heated by the heating part B2a with another temperature control target fluid Q different from the temperature control target fluid P to control the temperature of the another temperature control target fluid Q.
