PROBLEM TO BE SOLVED: To avoid a rise to the insufficient cleaning of an object to be cleaned in cleaning facilities and wasteful disbursement of a device cost or power consumption. SOLUTION: A capability indication value "α" showing a correlationship with a cleaning effect "ja", upon an object to be cleaned A, which can be obtained by a cleaning operation of a cleaning device N, and the magnitude of the cleaning action on the object A to be cleaned by the cleaning device N, is numerically expressed in terms of the capability indication value "α". In addition, the correlationship between a plurality of kinds of cleaning function factor P, L, Q, and θ of the cleaning device N and the capability indication value "α", is evaluated as an internal correlationship "F", and then. the corresponding value of the capability indication value "α" to the selection value of a plurality of kinds of cleaning function factor P, L, Q, and θ is calculated based on the internal correlationship F, or the correlationship between the cleaning effect "ja" and the capability indication value "α", is evaluated as an external correlationship "Ka". Further, the corresponding value of the cleaning effect "ja" to the selection value of the capability indication value "α", is calculated based on the external correlationship "Ka".
