<p><P>PROBLEM TO BE SOLVED: To provide, at low costs, an identification device for a heavy load on a seat capable of determining the classification of the heavy load on a seat, and a control system for on-vehicle apparatus for controlling the apparatus based on the classification of the identified heavy load. <P>SOLUTION: The identification device 20 for a heavy load on a seat defines the combination of a plurality of vehicle state changes characteristic of the identified heavy load as a vehicle-state-change pattern, the changes being generated in the process of placement and during the placement of the identified heavy load on a seat part 81 of a predetermined seat 8 of the vehicle. It is determined whether each vehicle state change detected by a vehicle state change detecting part 11 satisfies the vehicle-state-change pattern.
