<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a planar heating element, in which a lead wire connected to an exothermic metal thin wire can be tightly fixed on a sheet-like base material by using a small resin piece sheet with hot-melt coated on its rear surface with excellent work efficiency. Ž<P>SOLUTION: The planar heating element 1 includes the sheet-like base material 2 formed by laminating a resin fabric 3b on a polyurethane foam sheet 3a, the exothermic metal thin wire 4 mounted on the sheet-like base material 2 in a suitable pattern by sewing or the like, and a lead wire 5 or the like connected to the exothermic metal thin wire 4. The small resin piece sheet 9a with the hot-melt 10 coated is overlaid on a fixing part 8 of the lead wire 5 arranged on the polyurethane foam sheet 3a, the small resin piece sheet 9b with the hot-melt 10 coated is arranged on a corresponding resin fabric 3b surface, and both of the small resin piece sheets 9a, 9b are heated and welded to fix the lead wire 5 on the sheet-like base material 2.
