When constructing the neighbor base station information, the time (stay period), during which the mobile terminal is connected to each base station, is stored together. If the predicted period of connection to the next station is shorter than or equal to a predetermined value, the next station is excluded from handover destinations, and further, the next handover destination base station (after-next station) is predicted.
