<P>PROBLEM TO BE SOLVED: To improve high-speed moving performance at low cost while reducing a system-side load required for handover control. Ž<P>SOLUTION: In a mobile communication system based on an autonomous distribution device of a base station, neighbor base station information is constructed based on a handover history of a mobile terminal, and a handover is predicted using the neighbor base station information. When constructing the neighbor base station information, the time (stay period), during which the mobile terminal is connected to each base station, is stored together. If the predicted period of connection to the next station is shorter than or equal to a predetermined value, the next station is excluded from handover destinations, and further, the next handover destination base station (after-next station) is predicted.
