<P>PROBLEM TO BE SOLVED: To improve the accuracy of object detection even when search is roughly performed to suppress extension of the time required for identification. Ž<P>SOLUTION: A first identification model is created by performing learning using Positive data (1) and Negative data (1) (108); and a plurality of shift images is created with respect to each of the Positive data (1) by shifting at least one of the position and size of an identification object within a window (110). An evaluation value showing the easiness of identification of shift image is calculated for each of the plurality of created shift images by comparing each of the shift images with the first identification model (112). A shift image with the minimum evaluation value is selected as Positive data (2) corresponding to the Positive data (1) (114), and a second identification model is created by performing learning using the Positive data (2) and the Negative data (1).
