PROBLEM TO BE SOLVED: To accurately determine a satellite by monitoring, with an accuracy of a several centimeter class, an anomaly arising in a carrier wave phase measurement value of a GPS receiver corresponding to a plurality of frequency signals even without using a specially designed receiving antenna or GPS receiver, as to a technique for monitoring quality of a carrier wave phase measurement value of a GPS receiver. SOLUTION: Based on carrier wave phase measurement values as to a plurality of frequency signals measured by a carrier wave phase measuring part 2 of the GPS receiver 1, a measurement value anomaly determiner 3 calculates, as to respective GPS satellites 10, time-series values of a linearly-coupled amount including an ionospheric delay item with respect to a received signal of the plurality of frequencies. By the anomaly determiner 3, a carrier wave phase measurement value of a satellite with discontinuity arising therein is determined to detect an anomaly in the measurement value by monitoring the time continuity of the time-series values.
