PROBLEM TO BE SOLVED: To provide a method of recycling construction sludge by which the construction sludge discharged from a muddy water treatment facility of a construction site or the like can be effectively recycled. SOLUTION: A medium pressure filter press 200 filters sludge separated in the muddy water treatment facility 100 by a filter, removes moisture from the sludge by applying high pressure dehydration, and converts it into the form of dehydrated cake 10. After granulating the sludge by mixing and agitating the dehydrated cake 10 and a polymer-based solid agent, the granulated sludge is crushed, the sludge 12 and an additive material 14 are mixed and agitated, and a water content is adjusted by performing fermentation aging in a primary fermentation yard 600A to a tertiary fermentation yard 600C. By crushing a mixture 22 whose water content is reduced, a vegetation base material 24 is generated. Then, the vegetation base material 24, seeds, fertilizers and cement are mixed to attain a mixed material and the mixed material and the water are mixed and blown to an execution surface 50.
