Provided are a wireless tag management system and communication device capable of instructing a luminescent method of a luminescent means of a wireless tag in accordance with management information stored in the wireless tag. The wireless tag communication device comprises a management information acquisition means to acquire management information relating to a management target stored in an IC circuit unit of the wireless tag; a management information judgment means to judge whether or not the management information satisfies a predetermined management condition; and a luminescent information transmission means to transmit luminescent pattern instruction information to instruct a luminescent pattern of a luminescent means of the wireless tag on the basis of the predetermined management condition, when the management information is judged to satisfy the predetermined management condition; wherein the wireless tag is provided with a luminescent information acquisition means to acquire the luminescent pattern instruction information transmitted by the luminescent information transmission means; and a luminescent control unit controls the luminescent means to emit light on the basis of the luminescent pattern instruction information acquired by the luminescent information acquisition means.
