PROBLEM TO BE SOLVED: To provide a charging/discharging circuit and a charging/discharging method for charging/discharging a capacitor capable of reducing overshoot. SOLUTION: This charging/discharging circuit is provided with a first capacitor (C1), a second capacitor (C2), a switching means (74) provided between the first capacitor (C1) and the second capacitor (C2) and switching connection between the first capacitor (C1) and the second capacitor (C2), voltage detection means (76, R12, R13) detecting voltage between both ends of the switching means (74), and control means (71, 72, 73, 75, R11, C11) controlling charging/discharging of the first capacitor and controlling switching the switching means (74) according to the detection results of the voltage detection means (76, R12, R13) when charging the first capacitor.
