PURPOSE: A modified polymer electrolyte membrane, and a polymer actuator manufactured therefrom are provided to improve the operating performance property of the membrane. CONSTITUTION: A modified polymer electrolyte membrane contains an atomize-processed metal oxide particle. The metal oxide particle is selected from the group consisting of alumina, silica, zirconia, and titania. A manufacturing method of a polymer actuator comprises the following steps: forming the atomize-processed metal oxide particle(S11); adding the atomize-processed metal oxide particle to a polymer electrolyte to form the modified polymer electrolyte membrane(S12); and forming the ionic high molecule-metal polymer actuator on both sides of the modified polymer electrolyte membrane(S13).
