PROBLEM TO BE SOLVED: To provide a fixing belt type fixing device having excellent belt traveling stability and an image forming apparatus using the fixing device. SOLUTION: The fixing device includes: a fixing roller 12 having an elastic layer on its surface; a separation roller 13 having a smaller diameter than the fixing roller 12 and having an elastic layer on its surface; an endless fixing belt 11 trained about a plurality of rollers including the fixing roller 12 and the separation roller 13; and a pressure roller 14 being a driving roller having an elastic layer on its surface, and forming a nip part N1 by press-contacting with the fixing roller 12 and the separation roller 13 through the fixing belt 11.
