<P>PROBLEM TO BE SOLVED: To provide a plant monitoring device setup system which allows to set up correctly and easily the plant monitoring device when performing new construction/replacement/expansion of the plant monitoring device. Ž<P>SOLUTION: The plant monitoring device setup system includes: a setup information database 21 in which a control program for monitoring a plant created to conform to a plant, and pieces of setup information Px, Py, etc. including various parameters are registered beforehand; and a setup tool 22 which creates setting files La and Lb by converting the setup information Px about a plant 5x to become an object of new construction/replacement/expansion of the plant monitoring device into a data format executable for each of plant monitoring devices A and B, and installs these configuration files La and Lb in the plant monitoring devices A and B.
