PROBLEM TO BE SOLVED: To provide a communication unit where two lines are connected together by non-contact and that transmits communication signal, and to provide a coupler with the communication unit. SOLUTION: The communication unit 101 includes a dielectric substrate 10 having a first principal plane (upper plane) and a second principal plane (lower plane), a ground conductor formed at substantially a whole surface of the second principal plane of the dielectric substrate 10, and a termination resistor RA connected to the outer circumference of the ground conductor and for suppressing reflection of electromagnetic waves which propagate at the dielectric substrate 10. The first principal plane of the dielectric substrate 10 is used as a combining plane for a mode of surface waves which propagate at the dielectric substrate. A center conductor 12 insulated from the ground conductor 11 is formed at an excitation area EA of the dielectric substrate 10.
