PROBLEM TO BE SOLVED: To effectively collect and control information by collecting and controlling lump information for different kinds of devices such as air conditioning and lighting in the same area. SOLUTION: A command device 5 sends lump command information including an area ID and process information to a lump information collection/control device 1. The lump information collection/control device 1 uses a device control database to search multiple devices 2 belonging to an area 3 indicated by the area ID of the lump command information and creates individual command information including the process information per device 2.
