PROBLEM TO BE SOLVED: To provide a process management system and process management method which easily enables obtaining a situation of a process in a workflow.

SOLUTION: The process management system which creates data for display of an issue to be processed at each process in the workflow includes: a storage device 31 which stores a relational database 31A which records each issue as a record of a predetermined length; and a conversion device 30 which reads the issue to be processed at each process from the relational database 31A and generates display data which includes issue information created based on the read issue and process information in which processing content of the process which processes this issue is expressed in a text format.
