PROBLEM TO BE SOLVED: To provide a communication system in which communication services of a communication apparatus can be limited using a femtocell base station. SOLUTION: When a cellular phone (UE1) is present under control of a femtocell base station (FAP1), a service management apparatus (100) enables the utilization of communication services for the cellular phone (UE1) and when the cellular phone (UE1) is present under control of a macro cell base station (MAP1), the service management apparatus (100) limits the utilization of communication services for the cellular phone (UE1).
