<P>PROBLEM TO BE SOLVED: To provide a method for extinguishing even fire due to combustible liquid having small specific gravity, with a simple operation and in a short time, without need of preparation on a large scale, and an extinguishing composition for allowing the method. Ž<P>SOLUTION: The method for extinguishing fire due to combustible liquid is provided, in which an extinguishing composition composed of an organic carboxylic acid, an alkali carbonate, a surfactant, and water is used to foam carbon dioxide generated by reaction between the organic carboxylic acid and the alkali carbonate on the surface of and/or inside the combustible liquid in flames, and the fire is extinguished while covering the surface of the combustible liquid with foam. In particular, the method for extinguishing fire due to combustible liquid, in which an alkali carbonate is charged into the combustible liquid after the organic carboxylic acid is charged, or the organic carboxylic acid is charged into the combustible liquid after the alkaline carbonate is charged, wherein at least either the organic carboxylic acid or the alkali carbonate is made into an aqueous solution and the surfactant is mixed with the solution.
