PURPOSE: An image decoder and a decoding image method for reducing the capacity of an internal memory required in an image decoding process are provided to reduce the number of external memory access and bandwidth necessary for the external memory access. CONSTITUTION: It determines whether an overlap conversion about a macro block and de-block filtering are processes(S41). Data about an area including a partial pixel of macro blocks and partial pixel of the macro blocks in an external memory(S42).
