The present invention relates to a low-sensitive fracturing composition of the plasma blasting series based on thermit reaction, an igniting device, and a blasting apparatus therewith, more specifically to: a low-sensitive fracturing composition with improved coefficient of deflagration transmission; an igniting device for igniting at low energy which is operated at low energy of tens to hundreds of millijoules (mJ) obtained using a low current of several amperes (A); and a blasting apparatus therewith for blasting brittle objects (rock, concrete, and the like) by igniting the low-sensitive fracturing composition at low energy using the igniting device.
