PURPOSE: A back panel tilting device of a chair is provided, which can embody tilting of the back panel effectively in the optimized and simple structure. CONSTITUTION: A back panel tilting device of a chair comprises: a support bar(12) crossing the lower part of seat plate; a resilient rubber member(120) inserted into the support bar; an axis member(130) fixed in the resilient rubber member; a connection block(140) which is equipped in the end part of the axis member and is connected to the back panel; and a housing which is arranged within the support bar and in which the resilient rubber member is inserted.
