<P>PROBLEM TO BE SOLVED: To solve such the problem that the size of an antenna is limited since even an antenna part for performing transmission and reception to/from the outside is included in an IC tag (RFID) in the conventional monitoring system, and accordingly, a range communicable with the outside is limited as well and a communication distance can not be taken long (wide). Ž<P>SOLUTION: By mounting the antenna on a one-touch type band without loading it inside the IC tag, the antenna can be taken large. As a result, transmission and reception are performed with little power consumption, and a communication distance can be taken long (wide) compared to the one in which the antenna is loaded on the IC tag.
