<P>PROBLEM TO BE SOLVED: To manufacture a sintered substrate in which fine through-holes without broken holes are formed for performing electrical connection of coils and electrodes formed in both sides of the substrate. Ž<P>SOLUTION: The method of manufacturing a powder magnetic core includes a green sheet forming process which forms a green sheet using soft magnetism metal particles having an insulating oxide film in the surface thereof, a through-hole processing process which provides the through-holes of desired shape in the obtained green sheet, a laminating process which laminates the green sheet on which the through-hole processing process has been performed so as to become a desired thickness, a filling process which fills a filling material of which material quality is different from that of a magnetic material in the through-holes of the obtained laminated sheet, a thermal processing process before press-forming which heats the laminated sheet in which the filling material has been filled in the through-holes, and a press-forming process which performs press-forming of the laminated sheet in which the filling material has been filled in the through-holes, wherein the filling material does not dissipate in the thermal processing process before press-forming.
