PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus that lengthen the life of a fixing belt by reducing mechanical stress applied to the fixing belt by edges at both ends of a roller section in a pressing roller. SOLUTION: The fixing belt 58 and the pressing roller 59 have the following relation, (width of the fixing belt 58)>(axial direction length of the roller section of the pressing roller 59). Control members 65a and 65b for controlling the ends of the fixing belt 58 are provided at both ends of the fixing belt 58 respectively. In the pressing roller 59, an elastic layer 59a constituting the roller section is fitted onto an axial core 60. Rubber hardness of the elastic layer 59a is set to be lower at both ends R2 than at the center R1 in the axial direction. Preferably, the rubber hardness of the elastic layer 59a at both ends R2 is≤20 degrees, and more preferably≤15 degrees. The rubber hardness of the elastic layer 59a at both ends R2 has hardness difference of preferably≥10 degrees, and more preferably≥15 degrees to the rubber hardness at the center R1.
