<P>PROBLEM TO BE SOLVED: To provide an optical transmitter in which a transmittable information quantity per unit time is doubled without increasing an operation speed of each constituent component and an occupied optical spectrum band width. <P>SOLUTION: The optical transmitter is equipped with: a phase modulating section for phase modulating an optical signal, based on a first electric signal having a predetermined bit rate; and a strength-modulating section for strength modulating an optical signal, based on a second electric signal having the same bit rate as that of the first optical signal.
