<p><P>PROBLEM TO BE SOLVED: To utilize an existing communication terminal which is not adapted to a session control protocol, in a management type network. <P>SOLUTION: When a multicast participation request is received, a cooperating function 161 specifies a multicast stream by using a multicast address; or the like; specifies a multicast packet to which the stream belongs; extracts other stream relating information, such as, required band; prepares a session establishment request on the basis of the information; and transmits it to a control server 14.
