<P>PROBLEM TO BE SOLVED: To accurately estimate alcohol concentration at a start of an internal combustion engine even under a condition where mixed fuel has phase separation, in the internal combustion engine using hydrated alcohol mixed fuel. <P>SOLUTION: This control device include a alcohol concentration sensor 14 in a middle of a vertical part 12 of a fuel pipe 10. When difference ΔC between sensor output Cpre at a time of previous trip completion and sensor output Cnow at a time of start of this time exceeds Cerr, it is determined that the hydrated alcohol mixed fuel separates to fuel (first fuel) containing gasoline and alcohol as a major component and fuel (second fuel) containing alcohol and water as a major component. When the mixed fuel has phase separation, sensor output (first sensor output) corresponding to the first fuel and sensor output (second sensor output) corresponding to the second fuel are output.
