<P>PROBLEM TO BE SOLVED: To more suitably making image quality higher by more suitably performing a regional division, thereby performing an image quality correction. Ž<P>SOLUTION: A part of image data is extracted as a pixel block of a predetermined size, an orthogonal transform coefficient is calculated for each pixel block, and the orthogonal transform coefficient in the pixel block is divided into a plurality of groups. Based on the orthogonal transform coefficient belonging to the plurality of groups, a first image feature amount is calculated and based on a luminance value of each pixel in the image data, a second image feature amount is calculated. Based on the first image feature amount and the second image feature amount, a kind of region is determined for each pixel and image quality correction processing is performed on image data in each region.
