<P>PROBLEM TO BE SOLVED: To provide a structure and a construction method for stabilizing ground, which enable construction to be rapidly performed on a job site, and which enable natural ground to be stably held by promoting the discharge of groundwater after the construction. Ž<P>SOLUTION: The structure for stabilizing the ground includes: a bearing slab 1 which is laid on a ground surface; an anchoring body 3 which is made of a plastic gel injection material and constructed by pressing the plastic gel injection material into the ground; and an anchor body 2 which is constructed in the ground, and the base-end and leading-end sides of which are anchored to the bearing slab 1 and the anchoring body 3, respectively. The plurality of bearing slabs 1 are molded from precast concrete and laid. A drainage function is imparted to the anchor body 2 by utilizing a perforated steel pipe. The anchoring body 3 is formed so that the plastic gel injection material can be pressed into the ground and gradually expanded to push soil to its periphery. The anchoring bodies 3 are formed at predetermined spacings in the longitudinal direction of the anchor body 2, or in a columnar shape continuing in the longitudinal direction of the anchor body 2.
