<P>PROBLEM TO BE SOLVED: To appropriately perform a withstand voltage test with an insulation cap (a work guard) as a sample without requiring any complicated work for adjusting the position of the sample. Ž<P>SOLUTION: A sample positioning tool for testing withstand voltages includes: a water absorption substrate 111 including an upper surface that becomes a reference surface in a withstand voltage test to be performed by applying test voltages to a water tank electrode 241 in water tank fresh water Wp stored up to a reference surface of a testing water tank 201 while being stored in the testing water tank 201 and a sample electrode 261 in sample fresh water Ws stored up to a reference surface of not less than two insulation caps 11 dipped into the water tank fresh water Wp while projecting from the reference surface by a prescribed amount of projection and being separated by a prescribed interval mutually; and not less than two positioning holes 121 that are provided on an upper surface of the substrate 111 and have the same depth for supporting the insulation caps 11 by a bottom face 122. The depth of the positioning hole 121 is such that the amount of projection from the reference surface of the insulation caps 11 supported by the bottom face 122 reaches a prescribed amount of projection.
