<P>PROBLEM TO BE SOLVED: To provide a hydrogen separation base material for manufacturing a hydrogen separator where a hydrogen separation membrane hardly causing defects such as a pin hole, crack and exfoliation is arranged. Ž<P>SOLUTION: The hydrogen separation base material 1 includes: a porous support 2 having a lot of fine holes 10; a ceramic porous intermediate layer 11 formed on the surface of the porous support 2 and having fine holes 10 with an average fine hole diameter smaller than an average fine hole diameter of fine holes 10 in the porous support 2; and an outermost layer 21 formed on the surface of the intermediate layer 11, having fine holes 10 with an average fine hole diameter smaller than the average fine hole diameter of the fine holes 10 present in the intermediate layer 11, and a membrane disposing face 4 serving as a face disposing a hydrogen separation membrane 41. The fine holes 10 include the fine through-holes penetrating the porous support 2, the intermediate layer 11 and the outermost layer 21. The number of the fine through-holes having fine hole diameters larger than 1.0 μm is less than 30 pieces/m<SP>2</SP>of the membrane disposing face 4 of the outermost layer 21.
