PROBLEM TO BE SOLVED: To provide a monitoring device that facilitates creating an operation journal in a short time and eliminates an entry omission of the operation journal. SOLUTION: A monitoring unit 20 inputs operator information and weather information of the day by an input device 35 and registers them in a storage device 32. When an event occurs, a control unit 33 automatically creates the operation journal information in which the event occurrence day and time, the equipment name of the whole key station TS as the event occurrence source or a signal processing unit, such as an encoding circuit 11, a modulating circuit 12, a transmission and reception unit 14, a demodulating circuit 16, a decoding circuit 17, and a modems 191 to 19n, event contents, and the operator information and weather information registered in the storage device 32 are associated with one another.
