PROBLEM TO BE SOLVED: To provide an instantly heated toilet seat which starts speedily, secures safety for preventing low-temperature burn injury, etc. and is excellent in energy-saving. SOLUTION: This apparatus includes: a toilet seat 1 having a lamp heater 2 generating thermal energy in a hollow part; a human body detection means 3 for detecting the presence/absence of a human body; and a warm water heater 5 for heating washing water for washing the private part of the human body. A control part 4 energizes the lamp heater 2 when the human body detection means 3 detects the human body, and stops energizing to the warm water heater 5 while energizing the lamp heater 2, consequently the lamp heater is energized only when detecting the human body, so that the toilet seat is not cold when the human body takes a seat. While energizing the lamp heater, energizing to the warm water heater is stopped, so that an electric leakage/over current prevention breaker never operates.
