A method for transmitting an upstream transmission frame in a passive optical network which refers to the passive optical network technology is provided to improve the flexibility of the system and satisfy the request of low error probability as well as possible. The method includes: after success of connection, transmitting a preamble according to the allocated time slot, transmitting a burst synchronization delimiter, and then transmitting a burst header, a GPON Transmission Convergence GTC frame header, a GTC frame data successively. In the transmitted synchronization delimiter the number of the nonzero values and zero values are the same, and in the delimiter sequence the number of nonzero values on odd bit is equal to the number of zero values on even bit, and the number of nonzero values on even bit is equal to the number of zero values on odd bit, the number of zero values on odd bit is N, the number of nonzero values on odd bit is M, the relation ?N-M?=1 is satisfied, the number of continuous zero values is X, the number of continuous nonzero values is Y, the relation ?X-Y?=1 is satisfied. A device for transmitting an upstream transmission frame in a passive optical network is provided therewith.
