<P>PROBLEM TO BE SOLVED: To solve the problem that an apparatus specifies the cause of occurrence of a phenomenon by relying on the analysis and knowledge of the cause, so that the reliability of a result depends on the knowledge and could be low. Ž<P>SOLUTION: An apparatus for supporting measures against a phenomenon includes: a cause storage unit for storing phenomenon information as stored phenomenon information, including either of a plurality of kinds of cause information; and a cause specification unit which receives the input of phenomenon information, obtains the number of stored phenomenon information including cause information being the same or similar to the cause information in the phenomenon information (input phenomenon information), and outputs cause specification information based on the number.
