PROBLEM TO BE SOLVED: To provide an apparatus for change of vehicle specification, capable of automatically and reliably altering specification settings of an own vehicle in the vicinity of a national boundary etc. SOLUTION: When the own vehicle C enters a boundary zone Z including a national boundary B of a currently traveling zone and extending over the front and rear of the national boundary B, it is estimated whether the own vehicle C crosses the national boundary B and advances to an adjacent travel prediction region from the currently traveling zone. When it is estimated that the own vehicle C advances to the travel prediction region from the currently traveling zone, specifications of the optical axes of right and left headlights of the own vehicle C are automatically altered in the boundary zone Z from settings of right-hand traffic corresponding to the currently traveling region to settings of left-hand traffic corresponding to the travel prediction region.
