PROBLEM TO BE SOLVED: To provide: a variable power optical system, coping with problems in camera shake correction; an optical device including the variable power optical system; and a method of manufacturing variable power optical system. SOLUTION: The variable power optical system ZL mounted to an electronic still camera 1 or the like includes: a first lens group G1 disposed closest to an object and having positive refractive power; a second lens group G2 disposed at the image plane side of the first lens group G1; and a G<SB>n</SB>-th lens group G<SB>n</SB>disposed closest to the image plane and having positive refractive power. In varying the magnification, the first lens group G1 and the G<SB>n</SB>-th lens group G<SB>n</SB>are fixed, and in focusing, at least one lens group disposed between the second lens group G2 and the G<SB>n</SB>-th lens group G<SB>n</SB>is moved as a focusing lens group Gf.
