<P>PROBLEM TO BE SOLVED: To provide a rotary damper with a torque adjusting function, reducing the risk that respective parts of the rotary damper are broken due to generation of a very high-pressure torque when a high load is rapidly applied to the rotary damper. Ž<P>SOLUTION: Either of a first drum 30 and a second drum 40 is constructed to be axially movable. The axially movable drum has an opposed surface 33 axially opposed to the other drum and an opposite surface 35 on an opposite side from the opposed surface 33. The damper includes a bias means 60 acting on the opposite surface 35 and elastically biasing the axially movable drum in a direction for increasing the opposed areas of respective resistance surfaces 31, 41 of the first drum 30 and the second drum 40, and a torque adjusting means 70 acting only to the opposed surface 33 and moving the axially movable drum against the biasing force of the bias means 60 in a direction for decreasing the opposed areas of the respective resistance surfaces 31, 41 of the first drum 30 and the second drum 40 or moving the axially movable drum using the biasing force of the bias means 60 in the direction for increasing the opposed areas of the respective resistance surfaces 31, 41.
