PURPOSE: An apparatus for transmitting and receiving a signal in a visible light communication system is provided to change a modulation mode according to a state of visible light during communication, thereby realizing VLC(Visible Light Communication) without respect to on/off of a lamp. CONSTITUTION: A light emitting device(13) emits visible light. A modulation module(10) modulates a transmission signal. An inversion/non-inversion module(11) generates an operating signal from a modulation signal by inverting/non-inverting a level of an outputted modulation signal of the modulation module. A switching control module(14) switches an operating mode of the inversion/non-inversion module to an inversion mode or a non-inversion mode. An operating module(12) operates the light emitting device according to the operating signal.
