PURPOSE: An environmentally-friendly waterproof sheet and a manufacturing method thereof are provided to reduce costs than a sheet which is manufactured by using a conventional commercial polyvinyl chloride resin as a raw material. CONSTITUTION: An environmentally-friendly waterproof sheet includes a PVC sheet layer(3) extrusioning a collected waste electric wire PVC, an intermediate layer(4) of a fiber glass or a polyester fiber which are interposed between the PVC sheets into a lattice form, a long staple fiber nonwoven fabric layer formed on the PVC sheet layer(5), an urethane resin layer(6) formed on the long staple fiber nonwoven fabric layer, and a protective layer(7) formed on the urethane resin layer into silica or hollow ceramic powder.
