PURPOSE: A budget reduction idea method relaying system and a programmable storage medium recording method for giving points to an idea presenter about budget reduction are provided to give fair reward to a proposer by introducing an objective evaluation system. CONSTITUTION: A login module(1) performs login by using user information. An idea contest module(2) collects ideas of users to a budget reduction idea relay system(10). An idea presenting module(3) presents ideas of each user. An idea evaluation module distributes the evaluation scores of the submitted ideas.
