PROBLEM TO BE SOLVED: To provide a method of manufacturing lithium ion capacitors that are superior in mass productivity and allow negative electrodes to easily occlude lithium ions, in advance. SOLUTION: The method includes: a step for winding positive and negative electrode plates via a separator 4 so that lead pieces 2a, 3a formed in aluminum foil W1 and copper foil W3 become opposite sides mutually; a step for setting a tab of a laminate holding metal lithium by the copper foil, where the tab is formed to be in the same direction as that of the lead piece 3a; a step for performing winding so that insulation to the positive electrode plate is performed via the separator 4 to form a group of electrodes 7; a step for jointing the lead piece 3a and the tip of the copper foil of the laminate to a ring 6 and for jointing the tip of the lead piece 2a to a ring 5; a step for storing the group of electrodes 7 and the rings 5, 6 in a vessel 8 for pouring a nonaqueous electrolyte before encapsulation; and a step for leaving it standing for a prescribed period.
