PROBLEM TO BE SOLVED: To provide a method and a device for making a label capable of forming a toner film for the label having high film strength by using a toner for the label having an excellent crush-resistance property, and the toner for the label having excellent crush-resistance property. SOLUTION: The method for making the label has a step for developing the toner for the label containing UV hardening resin as a binder resin to a medium for the label by an electrophotographic method, a step for heat fixing a toner layer formed by development, and a step which irradiates the toner layer with UV to harden the toner layer after the heat fixing or simultaneously with the heat fixing and forms the toner film for the label on the surface of the medium for the label.
