PROBLEM TO BE SOLVED: To stably receive working reaction force from a workpiece due to working in a suitably dispersed state and achieve improvement of working accuracy by reducing moment which a specified member constituting a device receives and reducing distortion generated during working. SOLUTION: A rotating type plastic working apparatus includes: a drive rotating mechanism 16; a working body 2 for carrying out plastic working by being abutted to the workpiece 4; and a three axis positioning mechanism 3 for positioning the working body 2 in a three axis direction. The rotating type plastic working apparatus includes a first holding frame 10 movable in a Z axis direction to the base 6b of the working device; and a second holding frame 11 held by the first holding frame 10 and movable in an X axis direction to the first holding frame 10. The support part L1 in a Z direction of the first holding frame 10 to the base 6b of the working device is arranged at a pair of positions in the Z axis direction. In the Z axis direction, the working-action position 30 of the working body to the workpiece 4 is located between the support parts L1 in the Z direction of a pair of the first holding frames.
