PROBLEM TO BE SOLVED: To transmit video data which are transferred from a terminal device with a video photographing function through a Femto base station to a video data receiving apparatus, with optimal radio channel quality at all times.

SOLUTION: The terminal device 10 with the video photographing function has a variable video data encoding function for encoding video data depending on required radio channel quality on the basis of radio channel quality control information received from a Femto base station 20. The terminal device 10 with the video photographing function performs variable encoding on the video data depending on the radio channel quality and transmits them to the Femto base station 20 and the video data on which variable encoding has been performed, are transmitted from the Femto base station 20 to a video data receiving apparatus without interposing an ISP network and the core network of a communication carrier, and stored or played back. Thus, high-quality video data can be stored or played back in the video data receiving apparatus without video disturbance caused by data error or data missing caused by radio channel quality deterioration or ISP network quality deterioration.
