<P>PROBLEM TO BE SOLVED: To provide a device which can lift and lower a railway vehicle while keeping it constantly horizontal without the need for special control, and which also is advantageous in cost and an arrangement space of a driving means. Ž<P>SOLUTION: This device includes a parallel link mechanism 10, in which a fixed horizontal bottom member 11, a horizontal upside link 13 with a supporting member 14 for placing the railway vehicle A and a plurality of oscillating links 12 oscillating in a vertical plane and parallel to and identical in length with each other, are connected together.
