A stirring and mixing device which is simply configured and can be manufactured inexpensively. A stirring and mixing device provided with a tube body (1) having therein a flow path (10) through which an object to be processed is passed, and also with a pair of semi-elliptic-shaped flow path change plates (20, 21) for changing the direction of the flow path to the left and right portions on both sides of the flow path center axis (X) within the tube body. One flow path change plate (20) is tilted in two directions. The tilt is formed in such a manner that a sloped surface having a tilt angle a within the below-mentioned angle range relative to the flow path center axis is provided by lifting the downstream end of the flow path change plate and then the sloped surface is tilted by an angle ß within the below-mentioned range about the center-side edge of the flow path change plate so that the flow path change plate lowers in the outer peripheral direction, said center-side edge being that which crosses the flow path center axis (X) of the flow path change plate. The other flow path change plate is provided at a position rotated 180 degrees about the flow path center axis of said flow path change plate.
