PROBLEM TO BE SOLVED: To enable a call and to prevent a remittance fraud even when a cell phone call is restricted. SOLUTION: A remittance fraud prevention apparatus 13 comprises: a carrier antenna 12 provided outside an electromagnetic wave block shield to transmit/receive radio waves to/from a cell phone network; a cell phone slot 22 into which a cell phone can be inserted; an insertion detecting section 23 for detecting that the cell phone is inserted into the cell phone slot 22; a warning section 25 for outputting from the cell phone a warning message for remittance fraud when it is detected that the cell phone is inserted into the cell phone inserting section 22; and a voice signal encoding/decoding section 26 for decoding a radio wave received from the carrier antenna 12 when it is detected that the cell phone is inserted into the cell phone inserting section 22, sending out the radio wave to the cell phone, encoding a voice signal input from the cell phone, and transmitting the voice signal to the carrier antenna 12.
